Job Overview

We are looking for an enthusiastic and organized Learning and Development Officer to support our training and development programs. In this entry-level role, you will coordinate learning activities, manage registrations, handle administrative tasks, and ensure smooth delivery of training interventions. This position is ideal for someone with a background in human resources or training who wants to grow in a supportive environment.

Duties & Responsibilities

Your main responsibilities will include coordinating all aspects of learning registrations. This means informing key stakeholders about upcoming training sessions, handling requests from employees to attend courses based on available capacity, enrolling participants, and keeping everyone updated through clear communication.

You will schedule training interventions according to our annual plan and specific requirements from Tsebo Solutions Group (TFS). This ensures that all training aligns with our goals and timelines.

Administering costs is a key part of the role. You will work with external vendors to get quotes for learning programs, confirm requirements, and calculate any expenses involved. If there are cancellations, you will check these against our TFS policy and notify the relevant line manager about potential costs. You will also match invoices to quotes for accuracy, ensure costs are allocated properly, and follow up on payments. For any no-shows or non-attendances, you will report the costs to the line manager. All this must happen efficiently and within required timeframes, following our guidelines.

Document control is essential. You will manage and store all hard copy documents related to courses, keeping everything organized and ready for audits. This includes filing portfolios of evidence (POEs) and maintaining system records accurately.

You will maintain our systems by updating the learning intervention, training, and qualification catalogues with precise information. If new configurations are needed, you will inform the L&D Specialist. This involves entering learner details, recording courses attended, and updating assessment or exam results. You will keep the learning portal up-to-date with current interventions and ensure the reporting system is accurate on a monthly basis. Business Unit (BU) Managers should be able to access reliable reports, and all L&D events must comply with governance standards.

Administrative duties for courses include booking venues and equipment, arranging logistics, confirming attendance with employees, registering participants for sessions, updating the learning calendar with important events, and maintaining ongoing communication with stakeholders. This ensures everything runs smoothly, employees are informed in advance, and satisfaction levels remain high.

Throughout your work, you will aim for positive audit results, accurate portals and reports, timely payments, and strong stakeholder relationships, as measured by customer satisfaction surveys.

Skills and Competencies

To succeed in this role, you need a mix of technical and soft skills. Proficiency in MS Office, especially Excel, is essential for managing data and reports. Strong verbal and written communication skills will help you interact effectively with teams and vendors.

Interpersonal skills are crucial for building relationships across the organization. You should be good at planning and organizing tasks, managing time efficiently, and handling multiple priorities.

Knowledge of South African labour legislation is important, including the Basic Conditions of Employment Act (BCEA), Employment Equity Act (EEA), Labour Relations Act (LRA), Skills Development Act (SD Act), Code of Good Practice, and Skills Development Levies Act (SDL Act).

Familiarity with accreditation bodies like SETAs, SAQA, and QCTO is required. Computer skills and literacy are a must, along with problem-solving and analytical abilities to address challenges quickly.

You should have conflict management skills to resolve issues smoothly and strong presentation skills for delivering information clearly. Basic accounting skills will help with budget and cost management.

A good understanding of learning and development processes is key, including research, designing and developing training products and interventions, and competency profiling. General business acumen will support your contributions to the team’s success.

Qualifications and Experience

The minimum qualification is a Grade 12 certificate or equivalent. A National Diploma in Human Resources Development, Behavioural Sciences, or an equivalent qualification with a specialization in Training (Learning) and Development is preferred.

You need at least 2 years of experience in the following areas:

  • HR learning and development coordination and facilitation.
  • Working with specialist learning vendors and institutions.
  • Coordinating learning programs at all organizational levels.
  • Handling all administrative tasks related to Workplace Skills Plans (WSP), Annual Training Reports (ATR), and Employment Equity Reporting.
  • Project management experience with automated talent management systems.
  • Professional, functional, and technical graduate internship and learnership programs.
  • Budget management for learning initiatives.
